This booklet describes the development of a model for providing excellent educational practices for all learners with severe disabilities within their own local schools. The Centre for Developmental Disabilities at the University of Vermont played a significant role in the development of this model and explains the challenges involved in developing and implementing a comprehensive service delivery model which was inclusive and community based.
