Mike Steer, formerly of the Department of Intellectual Disabilities, Victoria College, writes that the time has come to make radical changes in community living for people who have disabilities. He quotes the Centre on Human Policy at Syracuse University (New York) which put out a policy statement with regards to adults living and participating in community and their own homes and suggests that this policy might help and guide governments and service providers in this direction. Themes of the policy include the rights and entitlements of people who have disabilities and their right to opportunities to contribute to the diversity and strength of communities.
