This report is the result of a project implemented by IDRS aimed at identifying barriers to consumer participation in service management by people with intellectual disability. The project also looked at ways of facilitating meaningful participation. The report sets out a proposed framework for assessing participation and goes on to describe the development, implementation and review of the project. It also offers suggestions for increasing and enhancing consumer participation. It incorporates a plain English version. Keyword: Self determination
