In this paper, John McKnight (who was the founder of the Centre for Urban Affairs and Policy Research at Northwestern University, Illinois) argues that there are now signs that "client populations" are beginning to wonder whether they are really the problem or is the problem now really the "professional problem"? In managerial terms, inputs are up and outputs are down - professionals are doing less with more. Reasons given are inefficiency, attitude problems and that services are a growth industry, and the author suggests that the questions professionals should be asking are 'what is legitimate work?' and 'what is worth doing?'.
